Here it is, of course, not the official or final release, just a leak made available by the guys @sammobile compiled from the dump sources provided by an xda member.

Opera Ad Block / Block Content List, Neobux Optimized
Tired of blocking those nasty Neobux PTC Pages all day? Look no more, i have gathered a long list of blocked content over the years and its time i share it with you.
All you have to do is download the small file attached to this post and copy all of its contents to your urlfilter.ini file (C:\Users\XYZ\AppData\Roaming\Opera\Opera\urlfilter.ini)
You can also use its contents for blocking the respective ads in Firefox / Chrome browsers.
